Long Summary

After defeating Sage Centipede, Garou observes his surroundings but finds no S-Class heroes. Concluding there are no enemies nearby, he contemplates becoming "Absolute Evil," assuring himself that he has nothing left to fear. However, he suddenly feels an unsettling sense of something missing, though he can't recall what it is. Just then, Saitama appears before Garou and asks him what he is supposed to be.

While pondering Saitama's identity, Garou assumes that he is a low-ranking hero dispatched for rescue missions. He introduces himself and shares his ambition to become "Absolute Evil," spreading fear throughout the world. Despite this, Saitama remains puzzled about whether Garou is genuinely evil, pointing out that he saved a helicopter from Sage Centipede and defeated the creature. To clarify, Garou explains that he wants others to recognize his strength and influence, asserting that "Absolutely Evil" also signifies absolute power. He then advises Saitama to consider quitting his hero role, claiming he will annihilate the Hero Association.

As Saitama prepares to leave, he remarks that Garou doesn't seem like a monster, which surprises Garou. Saitama continues, mentioning he went to complain about the noise beneath his house, which subsequently got destroyed, provoking his anger to the point where he feels like blowing up the Earth. While walking away, Saitama tells Garou not to overdo it, whether he's acting as a hero or a monster. After a moment's hesitation, feeling a sense of familiarity with Saitama, Garou warns him that underestimating "Absolutely Evil" is a grave mistake before attempting to attack. However, Saitama effortlessly sends him flying back with a single punch, reminiscent of their previous encounter after Garou had dined and dashed. In that moment, Garou finally recalls Saitama, recognizing him as the enigmatic bald man he has encountered multiple times. Garou regrets forgetting the priority target he should have focused on above all else.
